Problem redeeming "free" coupons

Does anyone have trouble redeeming coupons for free items?
I found out about the Marcal Small Steps coupons and ordered some here, then bought more on Ebay. It's such a great opportunity to stock up and get some to donate. Well, my local stores don't seem to want to redeem them. They said (over 100) is way too large a quantity. They don't carry the single rolls, won't order them and I'm sitting here scratching my head. Previously, when I had a large quantity of coupons for an item, A&P told me that in the future, it could order the quantity I want. Now, I'm being told it won't order anything for me beyond "a few cases."
Any advice or ways to get around this? Thanks for your help!

Gotta wonder if it's hard to get.
I'd just start wiping them out as quickly as possible. Buy 5 or 10 every time you can go in.

Most of the Marcal Small Steps coupons I have come across are limited to 1 per "household" or transaction. I had to redeem them one at a time until I was out ~ to be honest we tried out the TP and didn't care for it, so the rest were donated (I am glad I didn't go crazy with the coupons), the few I had left I used for Paper towels.
I have had that problem mostly at Walmart (we don't have many grocery stores here) but Walmart has always hassled me even if I don't have free's ~
Sorry that I don't have more advice, only sympathy!
